Article 19 PPA 2011-2016

Article19

ARTICLE 19's PPA has four objectives designed to challenge threats to freedom of expression and increase the impact of highly innovative 'niche NGOs' delivering transparency initiatives. A19 will: 1 Defend Freedom of Expression (FoE) and transparency in a multi-polar world: contribute to halting democratic setbacks; re-enforce the regional and international policies for poverty alleviation through a focus on transparency and the free flow of information (MDG 8). 2 Enhance FoE and transparency in a networked world: harness the power of Information and Communication Technologies (ICTs) and media to implement the MDGs by ensuring that FoE principles, including that of universal access, are fully integrated in legal regulations and policies. 3) Protect FoE and transparency against its aggressors: strengthen the role and effectiveness of institutions which are meant to safeguard accountability and ensure that State and Non-State Actors are held accountable for abusing FoE and transparency standards essential to the realisation of all MDGs. 4) Narrow the gaps between principles and practice to deliver real benefits for the poor: empower people living in poverty and their CSOs to access information they need to advocate for better services and tackle some of the causes and consequences of poverty (MDG 3, 5 and 7). To achieve these objectives, A19 will enable CSOs, CBOs, network and processes and strengthen their capacities to secure accountable institutions, through legal and policy support, skills transfer, trainings, and coalition building. We will work simultaneously at grassroots, national and international levels, to ensure that freedom of expression and information grows roots in institutions and society, and fulfils its potential as a mechanism for citizen empowerment and poverty alleviation. ;
