Good Governance Fund (Phase 3) Eastern Neighbourhood: Supporting Governance and Economic Reform

The Good Governance Fund Phase 3 will deliver demand-led support to governance reforms that allow open societies and economies to flourish. The Good Governance Fund will focus on improving democratic and economic governance, primarily through strategically targeted technical assistance. The Good Governance Fund programme will deliver interventions on a flexible basis, based on identified needs and/or requests from government counterparts or civil society in beneficiary countries (Armenia, Georgia and Moldova) in support of governance and economic reforms. This will support delivery and seek to prevent/reverse democratic backsliding. The Good Governance Fund is part of an integrated portfolio of programmes operating in the Eastern Europe and Central Asia Directorate region and supports the delivery of four National Security Council strategies and the Integrated Review.
Western Balkans – Freedom and Resilience Programme

This programme will address long-term, structural issues across the region, including ethno-nationalist division, and support transparency and accountability in government, as well as underlying society challenges such as discrimination and violence against women and girls. The Programme will comprise a portfolio of interventions in three areas: reconciliation and peacebuilding in conflict-affected communities; empowering women and girls and tackling Conflict Related Sexual Violence (CRSV) and gender-based violence; and strengthening government capacity, transparency and accountability. Programming will be country-led, with Posts able to bid for funds in support of projects in line with their priorities.
Empowering Palestinian Institutions and Civil Society in the Occupied Palestinian Territories - EPICS OPTs

EPICS aims to improve the viability, legitimacy and inclusion of governance and service delivery, to protect and support civic space, and to empower women, in the OPTs. It will provide technical assistance to PA institutions across governance sectors, with a particular focus on financial viability and provision of essential services, in order to protect the fiscal viability and legitimacy of the PA in a declining context. EPICS will protect and support Palestinian civic space by supporting CSOs to hold the PA and other local duty bearers to account for governance and service delivery. EPICS will strengthen women’s empowerment, primarily through supporting coalition building among local and grassroots organisations. Through improving PA viability and legitimacy, it will help reduce the drivers of instability and extremism.
Nigeria Governance and Climate Change Programme (NGCP)

The NGCP is designed to support more accountable and inclusive institutions to respond to Nigeria’s governance and climate change challenges. This is a governance programme, seeking to address the governance challenges that undermine development and perpetuate social exclusion in Nigeria.
Bangladesh-Collaborative, Accountable and Peaceful Politics (B-CAPP) Programme

To protect civic space, foster political collaboration, reduce corruption, and mitigate conflict and violence in Bangladesh, the Bangladesh- Collaborative, Accountable and Peaceful Politics programme will mobilise civil society and media coalitions, provide citizens groups with tools to monitor public services, improve decision making within political parties and promote women and youth leadership.
Open Society Enabling Fund (OSEF)

The Open Societies Enabling Fund is aimed at supporting and bolstering active contributions of civil society groups in defending Indonesia’s open society with the particular context of 2024 national and local elections amidst the trend of shrinking civic space, increased prosecution of human rights defenders, and further entrenchment of minority rights.
India Challenge Enabling Fund (ICE)

ICE will support innovations, build evidence, share knowledge and technical expertise as pilots or strategic interventions to support the objectives of the India-UK road map and the Country Business Plan through ODA funding that supports development in India. It will aim to co-design interventions with Indian and UK institutions – government, civil society, think tanks – on specific questions/areas that will inform state/central policies, unlock resources, and promote sustainable and inclusive outcomes.
Zambia Democratic Governance Programme

Wajibika Programme in Tanzania

The vision for the Wajibika programme is that it uses a strategic and flexible mix of ODA funding and coordinated diplomatic influencing to help Tanzania move further in the direction of a more "Open Society." Promoting an open societies agenda in Tanzania will contribute to an improved policy environment for reform e.g. on the business environment and education, both which are top UK priorities for Tanzania - and facilitate more open Tanzanian relationships with key partners, including the UK. The Wabijika Programme in Tanzania will be a flagship Open Societies programme for FCDO Tanzania. It will strengthen media and civil society, promote more inclusive politics and improve accountability, delivering HMG's Force for good.
Uganda - Open Society

Uganda Open Society is a multi-year £1.23m programme that is aimed to deliver FCDO’s ambition for an open society in Uganda. U-OS aims to gain a greater understanding of how to create an open space for democratic inclusion, engagement and participation by youth, women and key marginalised populations.
Improving the management of public funds for the benefit of people in Myanmar

To improve the use of public finances so that they benefit the people of Myanmar. The expected results include contributing to increasing tax collection from large tax payers by 40% by 2020. The UK will fund a World Bank led programme to work with the Ministry of Planning and Finance to improve their ability to manage public funds and the capacity of parliament to provide oversight of public spending. The programme will also separately support tax administration, fiscal decentralisation, social accountability, and Myanmar’s involvement in the Extractive Industries Transparency Initiative.
Ethiopia – Human Rights and Peacebuilding Programme (HARP)

The Human Rights and Peacebuilding (HARP) programme will support the UK’s strategic response to conflict in Ethiopia. The programme will support peacebuilding initiatives in areas where the UK has a comparative advantage. This will build the capacity of local peace actors (particularly women and youth), provide safe spaces for dialogue and engage with government to respond to community needs. The UK has proven success in investing in these areas in Ethiopia – particularly through the CSSF Funded work of Conciliation Resources in Somali Regional State. HARP will look to continue this activity, as well as supporting further peacebuilding activity in other conflict areas.
Programme to support accountability and inclusion (Programme d'Appui à la Redevabilité et l'Inclusion) (PARI)

Strengthening public financial management and revenue collection in Rwanda.

To improve Local Government Public Financial Management, audit and domestic revenue generation in Rwanda. Stronger public financial management will directly support poverty reduction by increasing economy, efficiency and effectiveness of the use of public resources. Increased domestic revenue collection will reduce Rwanda's dependence on aid and will support sustainable growth.
Humanitarian Assistance and Resilience Programme ( HARP)

In line with the G7 Famine Prevention Compact, Nigeria’s Humanitarian and Resilience Programme (HARP) will provide life-saving support to the most vulnerable and strengthen resilience, opening pathways to livelihoods. HARP will enhance overall effectiveness of the UN-led humanitarian response, including a focus on building Nigerian ownership.
Building Peace and Security in Iraq (BPSI)

This programme builds upon the UK’s previous humanitarian support in Iraq, whilst taking a new approach to programming and advocacy. At the local level, BPSI will support up to five local communities in the conflict-affected governorates of Ninewa, Anbar, Salah al-Din, Diyala, and Kirkuk. A consortium of Iraqi NGOs and the International Organisation for Migration (IOM) will address specific barriers preventing IDPs from reintegrating, such as housing, civil documentation, services and community grievances. Third Party Monitoring (TPM) will provide additional oversight and assurance. BPSI will support annually approximately 15,000 IDPs with documentation, legal assistance and services; 20 community rehabilitation projects to improve local infrastructure; and 10 social cohesion and peacebuilding activities to improve host community acceptance of IDPs. A focus will be given to supporting female headed IDP households.
Iraq Catalytic Economic Diversification (ICED) programme

This programme seeks to catalyse economic development and diversification in Iraq, focussing on creating a thriving private sector and removing barriers to entrepreneurship. This programme supports stability in Iraq, increasing job opportunities (with a focus on female economic empowerment and green jobs) for the rapidly growing population and fiscal space for increased investment in basic services. It will reinforce the Government of Iraq’s (GoI’s) ambitious economic reform agenda – supporting diversification of the oil dependent economy, whilst also providing direct support to the private sector to catalyse investment and growth. Through improving the business environment and create better functioning markets the programme aims to mobilise investment (both domestic and foreign), in particular commercial capital for non-oil sectors.
Kenya Anti-corruption Programme

This programme seeks to strengthen accountability through partnership and evidence to prevent corruption in the public and private sector. It seeks to enhance demand-driven and bottom-up engagement in the policy making and oversight in public service delivery including developing tools and levers that can lead to improved ease of doing business and strengthen frameworks on asset recovery from proceeds of crime domestically and overseas.
Aawaz II - Inclusion, Accountability and Preventing Modern Slavery Programme

To support a Pakistani society and government institutions that support increased voice, choice and control for marginalised groups, protect them from exploitation and prevent discrimination and intolerance at all levels. The programme has a focus on child labour, gender-based violence, child and force marriages, and intolerance against minorities and other socially excluded groups.
