UK contribution to the World Bank Group PROBLUE Programme to facilitate sustainable finance for healthy oceans

PROBLUE is the World Bank’s leading multilateral mechanism for leveraging and disbursing blue finance towards sustainable ocean sectors and activities. It is a multi-donor trust fund that supports the achievement of Sustainable Development Goal (SDG) 14, Life Below Water, and the Bank’s twin goals of ending extreme poverty and boosting shared prosperity. PROBLUE aims to do this by reducing the existing blue finance gap by creating the necessary enabling environment for public and private sectors to shift from unsustainable to sustainable activities.

Improving Essential Equipment for aided Overseas Territories

UK - Foreign, Commonwealth Development Office (FCDO)

The programme will pay for essential equipment to the islands of Montserrat, St Helena and Tristan da Cunha. This includes essential healthcare screening equipment for hospital use, fire safety and sea rescue equipment as well as a new generator on Montserrat. The programme will ensure the islands are equipped with life safety equipment. In the case of Montserrat, the generator will provide energy supply on the island and is a required due to maintenance and repair of existing generators being no longer commercially viable. These Overseas Territories remains highly dependent on UK ODA support and the specified life safety equipment is not available. This programme will enhance economic development and contribute to the welfare of people on the aided Overseas Territories.

European Union Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa

UK - Foreign, Commonwealth Development Office (FCDO)

To work through the EU Emergency Trust Fund to promote stability in three regions of Africa and enable better migration management. This will be achieved by tackling the root causes of forced displacement and irregular migration through creating job opportunities, improving food security and access to health and education services. It will work to improve regional migration management processes including fighting human trafficking and other trans-border crimes, helping people return to their countries of origin and dealing with human rights abuses. This UK contribution will support programmes in development in the Horn of Africa: Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, Tanzania and Uganda. This project was approved before the referendum on the UK’s membership of the EU. Work is now under way to understand the implications of leaving the EU for the UK’s development work.

Tax and Economic Governance Programme (TEG)

To support a combination of improved domestic revenue mobilisation and stronger economic management through strategic public investment, debt and fiscal risks management to ensure that the country addresses the current debt problem and can reap the imminent benefits of gas revenues for inclusive growth. The three components that will deliver the programme aim at: a) Supporting Mozambique’s ability to raise its own revenues efficiently and equitably; b) Strengthen stronger economic management to tackle the debt problem, fiscal risks stemming from the state-owned enterprises, and support public investment management and; c) Supporting cross-HMG engagement and a national dialogue on inclusive growth and help Mozambique manage the challenges associated with expected large flows of natural resource revenues.

Supporting Moldova's Resilience

The programme will support the resilience of Moldova, particularly its governance and economic reforms, including in the energy sector. This programme supports wider efforts to help deliver on that commitment and helps the Moldovan economy and society to be more resilient to the effects of crisis and the shock caused by Russia’s war in Ukraine. The Integrated Review Refresh committed to stepping up our engagement with Moldova to boost its prosperity, security and resilience to hostile state actors. These aims are also aligned with the direction of the Eastern Neighbourhood NSIG strategy, with objectives on reform. This is an opportunity for the UK to provide key support towards longer term resilience building. The programme aims to assist the Moldovan economy and society become more resilient to future shocks and malign influence. This could be seen through increased opportunities for formal employment, improved human capital and increased resilience to climate change and crisis.

ASEAN-UK Economic Integration Programme

The programme will leverage expertise in UK institutions to support the Association of Southeast Asian Nations (ASEAN) member states implement ASEAN initiatives that will reduce poverty in the region and in particular support women’s economic empowerment and small businesses. The programme will support reforms covering regulatory reform, financial services, and trade through technical assistance, capacity building and knowledge-transfer partnerships. Project Coordination Units (PCUs)

As Nepal transitions to a federal republic, FCDO, Nepal (British Embassy Kathmandu) will set up Provincial Coordination Units (PCUs) to build relationships with the new provincial and local Governments; develop an understanding of their needs and the political context they work in; coordinate FCDO programmes in the province and link the provincial and local Governments with technical assistance through existing programmes to support the newly elected officials to create effective, accountable and inclusive institutions. Private Enterprise Programme Zambia Phase II

To create investment in Zambia by building the capacity of micro, small and medium sized enterprises. The programme will aim to systematically transform the finance and investment environment for SMSEs in Zambia, by helping companies with potential to grow and become the engine of job creation in the economy. In addition, the programme will also provide independent technical advice and assistance to Zambian government bodies and private sector organisations engaged in projects that harness the potential of Zambia’s infrastructure, cities and towns to act as drivers for economic growth and job creation. Furthermore, the programme will support trade facilitation initiatives that will help reduce time spent at the Nakonde boarder post. The programme will create jobs at scale, including for women, disabled, and rural communities with high levels of poverty. SMSEs supported by the programme will help to improve nutrition outcomes and improve climate resilience of smallholder farmers.

Supporting the International Monetary Fund (SIMF)

Developing countries need to increase their tax take, and maintain stable economic conditions, in order to reduce poverty. SIMF will help developing countries to do this by funding the International Monetary Fund (IMF) to deliver policy advise and capacity development to key government institutions in a range of developing countries. IMF technical assistance will improve revenue administration, public financial management, fiscal and monetary policy, and other areas of economic policy. Assistance will be provided through 6 IMF projects, listed as components of the programme. SIMF will work to enable Governments’ to improve their tax income, budgeting and growth rates, and support an eventual transition away from aid.

Ukraine Recovery Conference 2023

The UK will co-host – with Ukraine – the Ukraine Recovery Conference (URC23) in London on 21-22 June. The aim is to deliver tangible progress to support Ukraine’s recovery and build support for the reforms needed to ensure Ukraine’s reconstruction and post-war prosperity. The URC will bring together a diverse range of actors from the international community, private sector and civil society to demonstrate sustained international support for Ukraine. It will aim to help Ukraine to unlock the investment and expertise it needs to rebuild as a resilient democracy with a green and modernised economy and the ability to deter and withstand future Russian aggression. While ensuring coherence with continuing humanitarian needs, the URC will focus on the role of the private sector in supporting recovery and reconstruction. It will consider how the international community can help unlock barriers to investment.

African Cities Research Programme
